Based on article 58, paragraph 4 of Animal protection Law (Narodne novine 135/06, 37/13 and 125/13) and article 38, item 2 of Statute of City of Zagreb (Official herald of City of Zagreb 19/99, 19/01, 20/01 – clean text, 10/04, 18/05, 2/06, 18/06, 7/09, 16/09, 25/09, 10/10, 4/13, 24/13 and 2/15), City assembly of Zagreb, on 25th session, April 28th 2015., has made the

Decision About Alterations and Amendments of the Decision about conditions and manner of Keeping Home Animals and Treatment of Abandoned and Lost Animals

Article 1

In the Decision about conditions and manner for pet ownership and treatment of abandoned and lost animals (Official herald of City of Zagreb 21/8, 6/12, 4/13, 20/13, 21/14) in the article 6, after item 2 item 3 is added saying:
"Possessor must take care of his pet's younglings, in the case of uncontrolled reproduction, if he doesn't want to take care of the younglings, he has to bare the costs of their care."

Article 2

Article 12 is modified:
"A dog mustn't be tied permanently or be permanently held in a fenced area for dogs.
A dog can be tied only if there is no possibility of accommodation in a fenced area for dogs.
Dogs that are not longer than 1 meter must not be tied to a chain shorter than 3 meters. Dogs longer than 1 meter must not be tied to a chain shorter that triple length of the animal measured from the top of the tail to the tip of the nose.
A dog must not be kept in a fenced area smaller than the minimal area determined in the inclosure 2, which is the integral part of this decision."

Article 3

In the article 13, paragraph 1 is changed to:
" A dog must be kept in the yard, garden or any other fenced area, in a way that prevents the dog to escape to a public area without a leash or supervision."

Article 4

In the article 15, paragraph 1, item 4, the word "meadow" is changed into "park for dogs".
In the paragraph 6 words "half of a park" is changed into " in a park for dogs".
Item 22 is changes and says:
"22. in the park for dogs between Krapinska, Selska and Zagorska street,".
In the item 66 and 67 words "on the green surface" are changed with words "in a park for dogs".
After item 67 a fullstop is replaced with a comma and items 68, 69 and 70 are added saying:
"68. in a park for dogs from Kušlanova to Heinzlova street by Branimirova street,
69. in a park for dogs between the Street of Federal Republic of Germany and Ukrajinska street,
70. in a park for dogs east of Bijenička street, west of Veliki dol street"
In the item 2 words "will be" are replaced with words "can be".

Article 5

Article 16 is changed saying:"Feeding stations for cats (feeding stations in further text) can be put in public areas. Feeding stations are set after the Mayor of the city of Zagreb (Mayor in further text) makes a public call to animal welfare organizations to file in demands for feeding stations. Installation of feeding stations is approved by the Mayor to the proposal of the city governing body responsible for animal protection, previously discussed by the city governing body responsible for communal affairs and council of city district in which feeding stations are going to be placed.
In case that city governing body responsible for communal affairs or the council of city district give negative opinion for the location of the feeding stations, it is mandatory that they propose the next closest alternative to the declined feeding location.
Means, appearance and the conditions for feeding station installations will be determined by the order made by the Mayor.
In case of a possibility of an outbreak of infectious disease transmitted from animals to people, citizen protection is conducted by legal entities who are in charge of health activities, or private healthcare workers in collaboration with authorities determined by the rules of veterinary activities.
If animal welfare organization in charge of feeding station installation is not taking care of hygiene and cleanliness of public area on which the feeding stations are set, or if it is not taking care of the cats, communal officers will remove the feeding station on the cost of the organization, by the notice of city's governing body responsible for animal protection.

Article 6

In article 19, item 2, after the words "expenses" and "expenses" words "catching and " are added.

Article 7

Article 20 is moderated and says:
"Wild animals and endangered wild species that are found in on a public surface will be taken care of according to the Regulations of animal protection, nature protection, animal health and hunting."

Article 8

Article 21. is modified to:
"Supervision of the implementation of this decision is carried out by community officers of the City of Zagreb, unless the law or special regulations prescribe involvement of veterinary or livestock inspectors.
In case that a communal officer is not allowed to carry out the decision, he will inform the responsible inspection or other responsible bodies of the information he has, and which would be a cause of the implementation of the Regulations of animal protection and animal health, especially their penal provisions and provisions relating to the protection of human and animal health.

Article 9

In the article 22, item 1 is modified:
"A fine in the amount of HRK 600.00 to 1,000.00 shall be imposed on an individual pet owner if:

  1. 1. he takes his pet to prohibited public surfaces and areas (article 8 of the decision)
  2. 2. the fecal matter isn't disposed of immediately after his pet pollutes the public area
  3. 3. he acts unaccordingly to the article 12 of the decision
  4. 4. keeps a dog in the yard, garden or other fenced area which doesn't prevent the dog to exith into the public area without a leash of supervision (article 13 of the decision)
  5. 5. takes the dog to a public area without a leash or supervision (article 14, paragraph 1 of the decision)."

Article 10

This decision is becoming applicable on the 8th day after the announcement in the Official herald of the City of Zagreb.
